How to Start a
Perfume Brand
◆ Short Answer
Define your customer, check your brand name, brief an original scent, choose format and packaging, get IFRA, SDS, CoA and a compliant label, then produce from 100 units per scent. Plan 8–12 weeks for scent development and dangerous-goods shipping for alcohol-based perfume.

10 steps from idea to launch
- Define the brand and customer. Who buys it, where, and at what price. A $35 body-mist brand and a $140 niche EDP need different bottles, concentrations and channels.
- Check your brand name. Search your name before you design anything. Trademark clearance and filing are done by you or your attorney — your manufacturer can later supply product descriptions, label proofs and photos.
- Write a scent brief. Describe the scent in plain words — "warm amber vanilla", "fresh citrus woody" — plus mood, audience and likes and dislikes. Never brief by another brand's name.
- Develop and approve the fragrance. Expect 2–3 original directions and a few revision rounds; typically 8–12 weeks to an approved scent.
- Choose format and concentration. EDP, EDT, body mist, roll-on oil or solid. Concentration drives cost, feel and price point.
- Choose packaging. Stock bottles and caps with your label start from 100 units; custom glass, caps and boxes usually start around 3,000 pieces, and custom molds take about 8 weeks.
- Get compliance documents. IFRA Certificate of Conformity, SDS, batch CoA, a compliant label, MoCRA product listing in the US, and an EU Responsible Person and CPNP notification if you sell in the EU.
- Produce your first run. From 100 units per scent on stock packaging, after sample and label approval.
- Plan shipping and channels. Alcohol-based perfume ships as dangerous goods (UN1266). Amazon reviews flammable products under its dangerous goods program, so keep the SDS ready.
- Launch with samples. Minis, discovery sets and roll-ons let customers try before they buy a full bottle — and tell you which scent to reorder.
What a perfume launch costs
We don't publish average launch budgets — they vary too much to be useful. These are the buckets to price, in the order they usually matter.
| Cost bucket | What it covers | Tip |
|---|---|---|
| Fragrance development | Original scent creation and revision rounds | Ask for development terms in your quote |
| Fragrance oil & filling | Per-unit cost by concentration and volume | Higher concentration = higher cost |
| Bottle, pump & cap | Stock vs custom glass and caps | Custom usually from ~3,000 pieces |
| Box & label | Printed carton, magnetic gift box or label only | Label-only is the cheapest start |
| Compliance | IFRA, SDS, CoA, label review, listing, EU RP if needed | EU adds a safety report and notification |
| Shipping & duties | Dangerous-goods freight, import duties, warehousing | Plan DG paperwork early |
| Samples & marketing | Minis, discovery sets, photography | Budget samples before ads |
Timeline at a glance

| Production | After sample and label approval — confirmed in your quote |
Mistakes that sink first launches
- Launching 8 scents instead of 2 — and splitting a small budget across slow sellers.
- Selling on another brand's name ("inspired by"), then losing the listing to a complaint.
- Claims like "helps you sleep" or "pheromones" that turn a cosmetic into a drug claim or an unsupported one.
- Ignoring dangerous-goods shipping until the first carrier refuses the boxes.

Questions
It depends on the number of scents, format, concentration, bottle and market. The main cost buckets are fragrance development, fragrance oil and filling, packaging, compliance, shipping and samples. Starting with one or two scents on stock bottles (from 100 units) keeps the first order small.
Yes. We produce from 100 units per scent on stock bottles with your label. Custom glass and boxes usually need about 3,000 pieces, so most new brands start with stock packaging and upgrade later.
Typically 8–12 weeks to develop and approve an original scent, then production after label approval. Custom bottles add time — custom molds take about 8 weeks.
No. The FDA does not approve cosmetics before sale. Under MoCRA, facilities register and products are listed by the responsible person, labels must meet FDA rules, and claims must stay cosmetic.
We don't make dupes. Selling on another brand's name — "inspired by", "smells like" — invites trademark complaints and takedowns. An original scent is a lasting asset.
Protecting your brand name is wise. Trademark search and filing are done by you or your attorney; we can provide product descriptions, label proofs and photos to support it.
