LuxeFormula Labs manufactures private label scalp care — scalp serum, scalp scrub, scalp refresh spray, pre-wash scalp oil and clarifying shampoo — at MOQ 100 units per SKU, in an FDA-registered cosmetic facility (FEI 3031525994). Production takes about 4–6 weeks after approval. We write cosmetic claims only, so your listings stay clear of hair-growth and anti-dandruff drug rules.
Scalp care is the “skinification” of hair: shoppers now treat the scalp like facial skin, with serums, exfoliants and tonics. We make it on the same liquid and cream filling lines that already run our perfume, nail and hotel hand-soap programs — so you get the same low MOQ, the same documentation and one supplier for your whole line.
Start with serum, scrub and spray — a complete three-step routine customers understand — then add the oil and shampoo once the line sells. Ingredient directions below are starting points; the final formula is confirmed after your brief and sample approval.
Core SKU 01 · Leave-in
Scalp Serum
A lightweight leave-in serum applied with a dropper directly to the scalp. The hero product of most scalp lines and the easiest to sell as a daily ritual.
We don't run a separate “hair factory.” Scalp care uses the filling equipment, quality system and paperwork we already run every week.
Liquid line → serum, spray, oil
The dropper and fine-mist filling we use for perfume, nail and cuticle products fills scalp serums, sprays and oils.
Wash & cream line → scrub, shampoo
The viscous filling behind our hotel lotion soap and hair & body wash handles scrubs and shampoos.
One QC system
Batch records and CoA, SDS and INCI documents with every order.
One supplier for your brand
Already making nail, lip or perfume with us? Add scalp care to the same order, label system and shipment.
Packaging: MOQ 100 applies to stock bottles, jars and tubes with your label. Custom-printed components usually start at about 3,000 pieces, and custom molds take about 8 weeks.
Claims Guide · US
What Your Scalp Products Can and Can't Say
In the US, a product's claims decide whether it is a cosmetic or a drug. Get this wrong and an Amazon listing or an FDA warning letter can stop your launch. We manufacture cosmetics, so we write — and review — cosmetic claims.

Why
“Hydrates and conditions the scalp” · “Exfoliates buildup” · “Cooling, refreshing feel”
✓ Cosmetic
Cleansing, conditioning and appearance claims are cosmetic.
“Hair looks thicker and fuller”
✓ Cosmetic
Describes appearance, not a change to how hair grows.

FAQ
Scalp Care Questions
The minimum order is 100 units per SKU on stock packaging. A three-SKU starter line (serum, scrub and spray) is 300 units in total. Custom packaging components such as printed bottles or custom molds usually start at about 3,000 pieces.
Five SKUs: a leave-in scalp serum, an exfoliating scalp scrub, a scalp refresh spray, a pre-wash scalp oil and a clarifying scalp shampoo. Most brands launch with the serum, scrub and spray, then add the oil or shampoo.
Production typically takes about 4–6 weeks after you approve the formula, sample and label. Custom packaging molds take about 8 weeks. Exact timing is confirmed in your quote.
No. Under US law, a product intended to grow hair or prevent hair loss is a drug, and FDA has found no ingredient generally recognized as safe and effective for over-the-counter hair growth (21 CFR 310.527). Cosmetic wording such as "conditions the scalp" or "hair looks fuller" is fine.
Not as a cosmetic. In the US, anti-dandruff products are over-the-counter drugs that must follow FDA's dandruff monograph, use approved active ingredients and be made in a drug-registered facility. LuxeFormula Labs manufactures cosmetic scalp products, so we write cosmetic claims only.
Not plastic ones. The Microbead-Free Waters Act bans plastic microbeads in rinse-off cosmetics in the US. Our scrubs use sea salt, sugar or jojoba esters.
Yes, rosemary leaf extract and rosemary oil are common cosmetic ingredients, used within IFRA limits for fragrance components. What you cannot do is claim that rosemary grows hair or works like minoxidil, because that turns the product into an unapproved drug.
Every order ships with a Certificate of Analysis (CoA), a Safety Data Sheet (SDS) and the INCI ingredient list. Under MoCRA, the brand named on the label is usually the responsible person for product listing, safety substantiation and adverse event reporting.
