Perfume Label
Requirements
◆ Short Answer
A US perfume label needs product identity and net quantity on the front panel, the name and place of business, an ingredient list ("Fragrance" is allowed) and, under MoCRA, an adverse-event contact. The EU adds a Responsible Person, batch number and fragrance allergen labeling — expanded from 31 July 2026 for new products.

US label checklist
| Element | What to include |
|---|---|
| Product identity | What the product is — e.g. "Eau de Parfum" — on the principal display panel. |
| Net quantity | On the principal display panel, in the bottom 30%, in US units (fl. oz.); most brands also show ml. |
| Name and place of business | Of the manufacturer, packer or distributor, e.g. "Distributed by [Your Brand], City, State, ZIP". |
| Ingredient list | In descending order of predominance; fragrance may be declared as "Fragrance" (21 CFR 701.3). Alcohol is usually listed as "Alcohol Denat." |
| Adverse-event contact (MoCRA) | A domestic US address, US phone number or electronic contact (such as a website) for adverse-event reports. |
| Warnings | Many brands add a flammability caution ("Flammable — keep away from heat and flame"); aerosols carry specific FDA warnings. |
| Claims | Cosmetic claims only — no "helps you sleep", "relieves stress" or unsupported "pheromone" claims. |
EU label checklist
| Element | What to include |
|---|---|
| Responsible Person | Name and address of the EU Responsible Person. |
| Nominal content | In ml. |
| Durability | Date of minimum durability or period-after-opening (PAO) symbol where relevant. |
| Precautions | Any required warnings. |
| Batch number | For traceability. |
| Function | Unless clear from presentation. |
| Ingredients (INCI) | "Parfum" plus each listed fragrance allergen above 0.001% in leave-on products — the expanded list under Regulation (EU) 2023/1545 applies to new products from 31 July 2026 and all products from 31 July 2028. |
Documents behind the label
- IFRA Certificate of Conformity — the fragrance meets IFRA Standards at its use level (51st Amendment in force; 52nd expected to be notified January 2027).
- SDS — for warehouses, marketplaces and dangerous-goods shipping (UN1266).
- Batch CoA — release document for each production batch.
- MoCRA product listing — filed by the responsible person (usually the brand).
- EU — Product Information File, Cosmetic Product Safety Report and CPNP notification by the Responsible Person.

Questions
Product identity and net quantity on the front panel (net quantity in the bottom 30%), the name and place of business, an ingredient list in descending order, and under MoCRA a domestic address, phone number or electronic contact for adverse-event reports.
In the US, yes — 21 CFR 701.3 allows fragrance to be declared as "fragrance". In the EU you write "Parfum" and must also list specific fragrance allergens above the thresholds.
No. The IFRA Certificate of Conformity is a document you keep and share with retailers and regulators; it doesn't go on the label.
Not yet. MoCRA requires FDA to set fragrance allergen labeling rules, but the rule has not been finalized. Watch for updates before you print large label runs.
FDA has specific warnings for aerosol cosmetics. For pump perfumes, a flammability caution is widely used as good practice, and shipping documents treat alcohol-based perfume as a flammable liquid.
