LuxeFormula Labs is a private label pet shampoo manufacturer for independent pet brands, grooming salons and subscription boxes: dog and cat shampoo, conditioner, waterless foam, deodorizing spray and paw balm at MOQ 100 units per SKU, with gallon sizes for groomers. Made in an FDA-registered facility, about 4–6 weeks after approval. Cat-safe essential-oil rules, no xylitol, grooming claims only.
Pets are family now, and owners shop for them the way they shop for themselves — clean ingredients, good scent, a brand they like. U.S. pet spending reached $158 billion in 2025 across 95 million pet-owning households. We make your grooming line on the same liquid, foam and balm lines behind our beauty and hotel programs.
Most pet brands launch with shampoo, a deodorizing spray and paw balm, then add a waterless foam and conditioner. Ingredient directions are starting points; the final formula is set after your brief and sample approval.

Who We Make It For

Grooming salons & mobile groomers
Gallon shampoo for the backbar and retail bottles with your salon's name for the front counter.
Subscription boxes

Pet-Safe by Design
Formulated for Pets, Not Just Relabeled
Cat-safe essential-oil rules
Cats lack some of the liver enzymes needed to process essential oils, and they swallow what's on their fur when they groom. Cat formulas leave out oils such as tea tree, peppermint, citrus, cinnamon, pine, wintergreen and ylang ylang.
No xylitol, ever
Xylitol is dangerous to dogs. It is never used in any pet formula we make — especially paw balms, which get licked.
Pet-appropriate scent
Light fragrance levels, or fragrance-free, because pets live nose-first. Scent strength is approved on samples.
Same quality system
Made with batch records and shipped with CoA, SDS and full ingredient list.
Claims Guide · US
What Your Pet Products Can and Can't Say
Pet grooming products are not FDA cosmetics — the cosmetic definition covers people. What decides how a pet product is regulated is its claims.
Claim
Category
What it means
“Gently cleanses” · “Leaves the coat soft and shiny” · “Freshens between baths” · “Detangles”
✓ Grooming aid
General consumer product labeling: product identity, net quantity, and the name and place of business.
“Kills fleas and ticks” · “Repels insects”
✕ Pesticide
Must be registered with the EPA and, in most states, with the state before sale.
“Kills bacteria” · “Antibacterial” · “Sanitizes”
✕ Pesticide
Germ-killing claims also fall under EPA pesticide rules.
Therapeutic claims can make the product a new animal drug regulated by the FDA.
“Vet-recommended” · “Clinically tested”
Only with evidence
Performance and endorsement claims must be truthful and substantiated under FTC rules.

Pet Grooming Questions
The minimum order is 100 units per SKU on stock packaging. A three-SKU starter line — shampoo, deodorizing spray and paw balm — is 300 units in total. Custom-printed packaging usually starts at about 3,000 pieces.
Dog and cat shampoo, conditioner and detangling spray, waterless foam shampoo, deodorizing and cologne spray, and paw and nose balm. Shampoos and conditioners are also available in gallon sizes for grooming salons.
No. The legal definition of a cosmetic covers products for the human body, so grooming aids for animals are not FDA cosmetics. They follow general consumer product labeling rules, such as identity, net quantity and the name and place of business. If a pet product claims to treat or prevent a condition, it can be regulated as a new animal drug by the FDA.
Not as a grooming product. Flea and tick claims make a shampoo a pesticide, which must be registered with the EPA and with most states before it is sold. LuxeFormula Labs makes grooming products, so we write grooming claims only.
That is a therapeutic claim. Claims to relieve itching, relieve dry skin, treat hot spots or heal wounds can make the product a new animal drug under FDA rules. Grooming wording such as "gently cleanses" and "leaves the coat soft" keeps you in the grooming-aid category.
Cat formulas leave out essential oils that are toxic to cats, such as tea tree, peppermint, citrus, cinnamon, pine, wintergreen and ylang ylang, because cats lack some of the liver enzymes needed to break them down and swallow what is on their fur when they groom. Every product should still be used as directed on the label.
No. Xylitol is dangerous to dogs, so it is never used in any of our pet formulas. Paw balms are built on waxes, plant butters and oils chosen with licking in mind.
Yes. Shampoos and conditioners can be made in 1-gallon sizes for salon backbars. Concentrates for dilution at the salon can be quoted on request.
